Tinubu Seeks Senate Nod for N1.78trn Abuja Spending Plan

President Bola Tinubu has asked the Senate to approve the proposed N1.783 trillion 2025 Statutory Appropriation Bill for the Federal Capital Territory Administration (FCTA).

In a message read by Senate President Godswill Akpabio during plenary on Wednesday, Tinubu urged the lawmakers to treat the proposal with urgency. He emphasized that quick action would support an efficient, service-driven administration for FCT residents.

“Pursuant to section 299 of the Constitution of the Federal Republic of Nigeria, as amended, which vests legislative powers over the Federal Capital Territory in the National Assembly, I hereby present the 2025 FCT budget proposal to the Senate for consideration.

“The 2025 FCT budget proposal prioritises investment in health care services, job creation, youth empowerment, social welfare services, and education infrastructure, as well as increasing productivity in agriculture,” the President stated.

The proposed budget allocates 85% of capital spending to ongoing projects, while 15% is reserved for new ones an effort Tinubu said was aimed at deepening access to basic infrastructure and amenities.

To fast-track the process, the Senate applied Order 78, allowing the bill to scale second reading immediately after it was presented.

Senate Leader Opeyemi Bamidele (APC, Ekiti Central) led the debate, explaining that the bill empowers the FCT Administration to spend N1,783,823,708,392.00k from its Statutory Revenue Fund between the 1st of January and 31st of December, 2025.

The spending is split into:
• N150.35 billion for personnel costs
• N343.78 billion for overhead
• N1.29 trillion for capital projects

Bamidele highlighted that the budget targets long-term service delivery and infrastructure development. It focuses on completing key projects while also launching new ones considered essential to the FCT’s growth.

During the debate, several Senators praised Tinubu and FCT Minister Nyesom Wike for what they described as rapid infrastructural progress in Abuja. They also called for more attention to the needs of satellite towns.
