In a landmark policy announcement, Abia State Governor, Alex Otti, has eliminated all forms of payments in public primary and secondary schools.
This move is part of a broader effort to ensure compulsory school attendance for all children of school age in the state.
Speaking during his New Year address on Wednesday, Otti declared that no public school in Abia is permitted to collect fees or levies from parents or guardians, including PTA contributions.
To streamline school management, an imprest account system has been introduced, granting headteachers and principals monthly allowances for operational costs.
“No Excuses for Denying Education”. “We have stopped all forms of payments in primary and secondary schools. Not even PTA levies should be charged to any parent or guardian in any public school in the state,” Otti stated.
He added that the provision of monthly allowances eliminates any justification for extortion or for denying children access to education.
Commitment to Education and Health
Governor Otti revealed that 35% of the state’s budget for 2025 would be allocated to education and health, emphasizing his administration’s intent to transform schools into centers of excellence.
“The law mandating all children of school age to be in school every school day comes into effect today. It will be unlawful to find any child outside the classroom during school hours,” he announced.
Social Protection and Security
In addition to education reforms, Otti announced a provision of ₦18.9 billion for social protection programs aimed at supporting vulnerable families. He also reaffirmed his administration’s commitment to security, warning against activities that threaten the safety of residents.
Economic and Social Priorities
The governor pledged continued investment in infrastructure, healthcare, and environmental recovery, highlighting ongoing projects in road development and waste management.
He also promised to enhance support for artisans, blue-collar workers, and the agricultural sector, ensuring inclusive economic growth.
Support for Civil Servants and Retirees
Otti assured prompt payment of salaries and pensions, recognizing the significant contributions of civil servants and retirees to the state’s development.
