FEC Approves New National Electricity Policy to Reform Power Sector

The Federal Executive Council (FEC) has approved the National Integrated Electricity Policy (NIEP), a new roadmap aimed at overhauling Nigeria’s electricity sector.

The announcement was made in a statement on Monday by Bolaji Tunji, special adviser on strategic communications and media relations to the Minister of Power.

He said the policy was ratified during the FEC meeting held earlier in the day.

According to the statement, the NIEP, first developed in December 2024 and submitted to President Bola Tinubu, serves as a comprehensive framework to align the Nigerian Electricity Supply Industry (NESI) with national development targets and international standards. It is also in line with Section 3(3) of the revised Electricity Act, 2023.

Minister of Power Adebayo Adelabu said implementation of the policy has already begun and is expected to accelerate following its official ratification.

He described the NIEP as a “comprehensive framework” addressing critical challenges in power generation, transmission, and distribution.

“The policy also prioritizes renewable energy integration, energy efficiency, and improved governance,” Adelabu said.

He noted that the new policy replaces the outdated National Electric Power Policy of 2001 and was developed through extensive stakeholder engagement, including public and private sector participants, civil society groups, academia, and development partners.

Adelabu added that the NIEP supports the development of state electricity markets and promotes a decentralized but coordinated approach to power sector planning and management.

The document is structured across eight chapters covering electricity market design, value chain analysis, stakeholder roles, legal and regulatory frameworks, climate policy, gender and social inclusion, local content, and research and development.

Adelabu described the NIEP as a “living document” intended to evolve with the sector’s needs while encouraging innovation and consumer protection.
